Sampson is a fun, happy, and energetic pup, who was found wandering a couple months ago. His current foster dad tried to find a shelter/adopter but was unsuccessful,  so tried to keep him but he does not do well with any other dogs. Sampson becomes immediately agitated and anxious when he sees another dog; he barks and whines and tries to run away.
